The Reestablishment fell to the New Republic 10 years ago, and those still loyal to the old regime take refuge on Ark Island. Rosabelle Wolff is one of them, barely surviving with her ailing sister, Clara. Trained as an executioner and assassin, she dispatches prisoners at the orders of the regime. One prisoner is different, however; James Anderson, whose family led the original revolt. On his own, he has infiltrated Ark Island, but his capture has limited his options. Rosabelle is supposed to kill him, but nothing goes according to plan, and when the dust clears, James is back home with Rosabelle in tow. His family is not pleased, and the problem becomes what to do with her. The narrative switches between James and Rosabelle, and both struggle with an uncanny attraction to each other. Care is taken with their characterizations, although the background characters are less complex.
